POLICIES AND PROCEDURES

Early Defibrillation Training Structure
and Instructor Qualifications
I. Authority and Reference (incorporated herein by reference)
A. Division 2.5 of the Health and Safety Code.
B. Title 22, Code of Regulations, Chapters 1.5 and 2 of Division 9.
C. North Coast Emergency Medical Services Policies and Procedures.
II. Purpose
To establish qualifications for sponsoring an Early Defibrillation
Training Program, and to articulate the management structure and
instructor qualifications of approved programs.
III. Training Program Qualifications
Early Defibrillation Training Programs may be sponsored by any of the
following institutions, inclusive:
A. Accredited universities and colleges, school districts,
regional occupational training programs, and private post-secondary
schools.
B. Medical training units of a branch of the Armed Forces or
Coast Guard.
C. Licensed general acute care hospitals.
D. Agencies of government.
E. Public safety agencies.
F. Local EMS agencies.
IV. Each Early Defibrillation Training Program is required to provide for
the functions of administrative direction, medical quality coordination,
and actual program instruction. One or more persons, as qualified, are
required to be responsible for the following specific functions and
shall be approved for that function by North Coast EMS.
A. An Early Defibrillation Training Program shall have a Program
Director who is qualified by education and experience in methods,
materials, and evaluation of instruction.
B. An Early Defibrillation Training Program shall have a Program
Clinical Coordinator. This person shall be either a Physician,
Physician Assistant, or Registered Nurse currently licensed in the
State of California with two (2) years experience in emergency
medical care in the last five (5) years.

C. An Early Defibrillation Training Program shall have a Principal
Instructor who shall be a currently California-licensed/certified
Physician, Registered Nurse, Physician Assistant, EMT-P, or EMT-II.
The Principal Instructor shall have at least two (2) years of
academic or clinical experience in the practice of emergency medical
care or prehospital care in the last five (5) years.
D. An Early Defibrillation Training Program may have one or more
teaching assistants, who are qualified by training and experience to
assist with teaching of the course.
